SERVICES OFFERED BY THE AMERICAN CONSULAR PRESENCE OFFICE

The American Consular Presence Office (CPO) in Toulouse assists in processing passports (first passports and social security numbers for newborn children, passport renewals), answers questions about American citizenship, processes Consular Reports of Birth Abroad for children born abroad to US citizens, distributes publications such as the Blue Book and assists citizens when voting by absentee ballots in the state of their last residence.

Notary services are also offered for a fee. Individual tax assistance is provided at the IRS tax office in Paris (see here) or for a full day in Toulouse, usually mid-March. In previous years, the American CPO in Toulouse has organized a Consular Day at Dickinson College, located on the rue du Japon in Toulouse (near the Jardin des Plantes). Registration: American citizens living in the Midi-Pyrénées region should register with the US Consulate as soon as possible after their arrival in the southwest of France.

Registration:
• establishes US citizenship;
• expedites and simplifies the issuance of passports;
• simplifies the issuance of Consular Reports of Birth Abroad for children born to US citizens (a vital step in establishing the US citizenship of children born outside the US);
• facilitates the provision of benefits in the event of a registrant’s death;
• facilitates assistance in serious personal emergencies such as accident, arrest, or serious injury;
• expedites emergency evacuation in case of natural or other disasters, or life-threatening civil disturbances;
• makes it possible for children’s passports to be renewed by mail; and
• can help the Embassy or Consulate assist relatives more quickly and effectively if a registered citizen dies, or in the event of family emergencies.

Passports: The Consular Presence Office in Toulouse processes or renews passports to American citizens residing in the Midi-Pyrénées region and forwards them for issuance by the Consulate in Marseille or the Embassy in Paris. Requests for issuance and renewal of adult passports which have expired less than two years prior may be sent and processed by mail to the address shown below. (Sending the application form and payment by registered mail or Chronopost ensures that the package can be traced).

Note that the new requirements for the issuance and renewal of children’s passports will go into effect in early September 2001. Check the US Embassy website or call the American CPO in Toulouse to be certain that you have the most current application instructions. Please note that children’s passports are only valid for five years, and require renewal more frequently than adult passports.
